Because most of our services involve professional consultation, intellectual effort, customized work, and digital deliverables, refunds are subject to the conditions outlined below.
2. Eligibility for Refunds
Before Work Has Started
Clients may request a cancellation and receive a full refund if:
- No work has been initiated on the project.
- No resources have been allocated.
- No consultation, editing, formatting, submission, or publication-related work has commenced.
Approved refunds may be subject to payment gateway and transaction processing fees.
After Work Has Started
Once our team has begun working on your project, a full refund is no longer available.
Refunds, if approved, will be calculated based on:
- Work completed.
- Resources utilized.
- Third-party expenses incurred.
- Administrative and processing costs.
3. Non-Refundable Services

4. Author Change of Mind
Refunds will not be issued due to:
- Change of mind.
- Change of publication plans.
- Author's decision to withdraw a manuscript after work has commenced.
- Delays caused by third-party journals, indexing databases, or publishing platforms.
- Rejection by journals or reviewers where submission services were provided as agreed.
5. Third-Party Charges
Certain services involve payments to external organizations, including but not limited to:
- Journals
- DOI agencies
- Indexing databases
- ISBN providers
- Publishing platforms
Any fees paid to third parties are strictly non-refundable once submitted on behalf of the client.
6. Duplicate Payments
If a client accidentally makes a duplicate payment, the excess amount will be refunded after verification.
Refund requests for duplicate payments must be submitted within 30 days of the transaction date.
7. Service Dissatisfaction
If you believe the delivered service does not meet the agreed scope, you must contact us within 7 days of delivery.
We will first attempt to resolve concerns through:

- Clarifications
Refunds will only be considered if a satisfactory resolution cannot be achieved.
8. Refund Processing Time
7–14 business days

Do not qualify for refunds where The USA Publisher has fulfilled its agreed responsibilities.
11. Force Majeure
The USA Publisher shall not be liable for delays or inability to perform services due to circumstances beyond reasonable control, including:
- Natural disasters
- Internet outages
- Cybersecurity incidents
- Government restrictions
